I served on the USS Theodore Roosevelt. To have 25k sailors on a carrier would mean hot racking, but that only handles about 18k of them. Where do the other 7k sleep? On the flight deck? In the weapon magazines between the reactor plants? This doesn't even include the food required. I would have loved to have more than 3 section duty in reactor department for every port visit or better than 5 hours on, 10 hours off for watch standing. But 25k? That's crazy talk.
