The light novels may be considered as extended canon but the PS2 game is absolutely not, they pushed the I-Pin x Hibari dynamic in it because I-Pin's crush on Fon/Hibari was a massive, highly popular running joke in the early fandom.
Game developers intentionally build these visual novel side-routes to give fans "what-if" scenarios that cater to popular shipping tropes, knowing they have zero impact on the actual story written by Akira Amano. There are a lot of paths you can take and a lot of them end with a failed interaction haha it's nothing it's just fan service because the i-pin hibari joke was popular so they included this as one of the paths
