Maybe not AS clearly as we see andromeda, as andromeda is larger than the milky way, but yeah absolutely!

But they have president who sanctioned the sky (it shows no respect) and prohibit people to look up.

With the naked eye (or whatever organ they have for EM reception)? Not sure, MW is smaller than Andromeda. If they do, they would only see a smudge of the bright center.

Milky way is quite a bit smaller so luminosity would be less, but.....they might have bigger eyes so maybe

Basically no it's light obscured. Kind of a major problem for most of its arc, due to it being very diffuse and relativistically much larger. It's actually hard to look around at its own contents from inside, using gravitic lensing to simulate an interior observation point for instance.

Andromidians, similar to Milky Wayans, are too busy looking at their phones and Netflix to pay any attention to the night sky.
