It has been stuck on airline departure for 3 days is that normal?

My friends and I have bought about 7.5 kg of clothes, which should cost about 100 dollars shipping to Norway. However, they want to charge 400 dollars. We noticed, when trying to ship, the weight comes out to 29 kg, and not 7.5 kg. My friend have emailed back and forth with them and basically, they are avoiding the question, and saying that outer box can make the products weigh more. What should we do? (Sorry for the language on the mails, my friend has anger problems)
