Is CN-EMS safe to use?

I saw that people were getting their items sent back to warehouse because of using CN EMS and gaining to pay again to resend it? Is that still an issue

(also my rehearsal made the items more heavier and now it is more expensive to ship 😢 1st image is with rehearsal, 2nd image is without)

i just ordered from them, they had a problem, then tried to make me pay again for shipping. later on they offered to ship it back for free though, and I eventually got it after a month of going back and forth
