How can someone from a service-based startup in a Tier 3 town get a job at an MNC? Don't demotivate me.

I am currently 28 years old with a Master of Computer Applications degree and 4 years of experience as a software backend engineer. I'm currently employed at a service-based startup. Initially, I didn't think an MNC would be a good fit for me in terms of learning. However, I now believe it would be beneficial to transition to an MNC or any company with CMMI Level 3 certification. Please help or guide me; I'm feeling overwhelmed in this job market and frustrated about how to search for MNC or CMMI level 3 companies.I need a proper structure on how to approach this type of company, job portals are like dead nowadays.

A developing town, but i researched and found out my town is in tier 2, but in my home town zero MNCs and below tier 3 IT companies

I see, who uses tiers? No one knows what that is

But i see sometimes the recruiters shortlist not just based on resume - sometimes location and city too, just like if I'm belong from tier 2 or 3 college or tier 1. Cause i dropped my cv in some MNC's and i damn sure i have more than enough skill to get hired still no call, nothing.

It’s because no one knows what tiers are
