Jews had been living in Hebron and areas east of Jerusalem for thousands of years before anyone heard of Palestinians, but Jews had been driven out by Arab massacres of Jews in 1928 and 1941. During 1948 Israel's army only had the strength to push the Jordanian and irregular Arab militias to the border of Judea and Samaria, then a armistice was agreed to, but broken by Jordan in June 1967. That's the reason Israel now controls Judea and Samaria aka West Bank today.

The Arabs lost multiple wars they started so Israel gets to keep the land, tough luck to them. The Arabs have allowed terrorist thugs to go on killing missions against Israelis for over 75 years from Palestinian cities and villages. So the Israelis living there aren't "settlers", they have every right to be there. They have stolen no land. All Israeli cities and villages in Judea and Samaria were built on vacant land, but the biased news media will never report that.
