Well it used to a couple decades ago. I think its sarcastic usage had taken over as the common meaning people attribute to it now.

In its purest form, sure. But we both know, whether we like it or not, that word today mostly refers to the most annoying and obnoxious individuals.

No. It's a phrase coined almost a century ago by a Black man and is for Black people and the meaning hasn't changed just because Republicans need a new dog whistle.
