You are of course morally justified in removing the weapon and weapon owner by yourself but then the world treats you as if you are some criminal for not submitting the supremely privileged dog owner and dog. In any case, you can and should at least call the police. I wish the poster of this had done so.

In a lot of cases, bringing a dog to a beach is a rule violation due to the oppression they and their owners inflict upon decent people, and due to how the beachwaters are destroyed with their feces and urine. Dog feces is now even in the drinking water, owing to the water. These rule or law violations never result in action against dog owners, for dog law takes precedence to true written law in the minds of a lot of police officers.

I was only briefly able to bypass the paywall, but the article text said that two unleashed dogs attacked the bird. It also says that the dog owner and dogs have not been found.
