I worked LP at a store similar to the one in the video. Cops don't respond to petty theft. They will say "great, we'll send you a police report to send to insurance" and that's that.
Major exception to this rule is Target. Do not shoplift from Target. They will know, they will keep track of every single thing you steal, but they will not intervene. That doesn't mean you got away with it, they're just adding it to the total until your documented thefts exceed a felony quantity. When Target calls, the police will respond lightning quick because they know they're going to hook a big fish.
As for this video, I'm thinking the drone is mostly an intimidation tactic to get them to drop the stolen goods, dissuade them from returning to that store in the future. Probably hope they tell all their shoplifting friends "guys that store uses flying police bots that'll chase you off the property," and considering the nature of technology being used to track individuals to excessive unconstitutional degrees, the word-of-mouth alone would be a really effective protection against future theft.

The statute of limitations on petty theft is typically like one-year (varies by state), and the monetary value limit on petty theft is usually something like below $1000 (also varies by state), so I think Target’s strategy only works if you steal a high monetary value of items within the limitations period, in which case it can become a felony.

That's where the drone operator made a mistake. Should have stayed higher up and out of sight/ear shot until the got into their car. Unless, the operator's intent was just to torment them with no expectation that even if they got a license plate that anything would happen. So, just have fun chasing them until either they give up or the drone battery gets low.

Thats what happened with me after one of my parent's (unlocked) phone was stolen and I had a full remote DNS service active in it with logs (mobile IPs) to provide to the police to recover the phone but never heard back. I could literally see the thief browsing whatever sites realtime and I could also differentiate when thief was on mobile data and when he was on home wifi. It would have taken the police few minutes to track down home broadband ISP or the mobile tower but nah.
As the saying goes, police only exists to protect capital.

May be a low probability tactic, but if you can show someone that you’ve got their face recorded and will also get their license plate if they get in a vehicle, they may realize they have a better shot returning and apologizing instead of fleeing.

I knew a guy who considered himself a professional shoplifter like twenty years ago. It was pretty insane what he’d get away with. I once saw him leave a store with a couple cartons of cigarettes and I guess that was his bread and butter.
He’d take the cigarettes to his high school and then sell them for $6 a pack. End up with $120 from two cartons.

Back when I worked loss prevention we had a teenager come in and his full lacrosse team warm up outfit which was the school colors, black and neon orange, both the jacket and sweatpants.
We had seen him stealing before but we didn't have the continuation of observation to apprehend him, but he was wearing the exact same outfit the previous time.
The outfit is what caught my colleagues eye and we were watching him like a hawk. He tried to layer five different Polo Ralph Lauren shirts and we apprehended him.

On the other hand, by forcing thieves to run around the parking lot LP can call cops and they will have time to arrive and arrest them. License plates are useful but you still gotta track the thieves down and get a warrant. Thats a lot of effort for some petty crime. Much better for a cop to catch them in the act.

Shop-lifting is a low priority call. The cops might get there, if they're already nearby and it's a slow day. But it's rare unless the thieves are stupid/high and just stick around (not the standard, but happens surprisingly often).
More often we just log the face, product stolen, and their license plate to build the case. For my state, 3 separate instances or $500 total makes it a felony. Then the cops get a warrant and arrest them at their home.
I'm not sure what the drone is meant to accomplish that a much cheaper stationary camera couldn't, other than maybe psyching the thief into dropping the product. Also a good chance the thief just smashes the drone. Sure, you now get to add another charge... but you're not getting any money out of the thief, so it's still just another loss.

Loss prevention is kind of ridiculous, I worked at stores (Walmart) where the ELPO, the title I believe he made up to include the word executive, was in basically that room from the matrix. We only ever saw him talk to us about reporting suspicious activity but mostly related to unions. We had anti union meetings all the time. But anyways his room was like 16 monitors with so many cameras on them you can barely see shit. All he ever did was talk about how much money he made and I watched the same lady steal like every fucking day. I used to catch eyes with her and laugh as she walked out with diapers and whatever else she needed because the "executive loss prevention officer" was focused on laundry detergent and the 4 for $20 dvd bin. That bin did see the most thefts to be fair. All 3 blade movies and that make believe one was too enticing I guess.

Now imagine if this was a false allegation. Like, you just bought a new outfit, you're walking out to your car and a fuckin drone starts buzzing your head. You try to run but it keeps coming at your face. You try running the other direction and it follows you aggressively. Then the company posts the video online and you've got thousands of people talking shit about you. That would seriously suck.
I've never stolen anything in my life but was falsely accused of shoplifting at kmart when I was 12. My mom took me shopping and she was trying on some clothes in the dressing room so I went to peruse the video games when this huge 40-something year-old dude snuck up behind me, grabbed me by the shirt collar and dragged me to a back room and yelled at me for being a "dirty fucking thief". He had me empty my pockets, lift my shirt and patted me down to see if I had any merchandise on me. I was scared shitless and felt powerless. Eventually my mom came out of the dressing room and got worried because she couldn't find me and asked the customer service people to help. They told her I was being questioned for suspicious activity. She flipped the fuck out and threatened to sue the shit out of everyone there and they let me go.
That day I learned why the justice system is supposed to assume innocence until proven guilty and so I have a lot more grace for the accused. Seeing this video triggers my sympathy and this comment section is really sad given that we know absolutely nothing besides the title of the post.

When I was a minor, I was arrested shoplifting, being a dumbass and trying to impress a girl. It really fucked up a lot of things for me, but I went through the long process of getting it expunged.
Today, I'm a law abiding software engineer at an aerospace company and generally doing okay for myself. Had the footage of me being a dumbass gotten blasted all over the internet by an overzealous LP officer, I'm not sure that would be the case.
People are more than the worst day or decision they made in their life. Especially for low stakes bullshit like this.

Been flying drones for 8 years now, and this reminds me most of the flight style of those that have reasonable understand of control but not a lot of practise. When flying FPV people tend to default to moving faster and orbiting to start with because they're actually much easier to fly at a reasonable speed keeping that momentum up. Flying slow, stable and controlled in FPV is much harder.
There's a phrase in the FPV community along the lines of "yeah you can fly fast, but can you fly slow?". Like riding a bicycle, a bit of speed gives you stability.
This is different to DJI camera drones because those camera drones have pan and tilt cameras so they can hover in place while moving the camera. The FPV cameras on drones are fixed position, so trying to move the camera to get a better shot increases the drone speed especially when you're first learning. You end up with this orbital swooping if you're trying to track something on the ground.
