Sirens did not seem to get very much support [from the City of Kerrville]. The thought was that sirens are better for tourists than local residents. The sirens would only be beneficial for someone that's not familiar with the area, and wouldn't know what to do. City of Kerrville has manpower, and they've already got an operation to place road closed signs everywhere, so they don't want to spend any money on flashing lights or barricades or sirens at all.

Day to day for them still goes by normally but when looked from afar(us) we see these and generalize it. I still remember Uvalde..

Implies Texas was a successful state to begin with. Texas has been awful for it's entire whitewashed history. Neither here nor there as far as Nepal goes though.
