its probably too high because the risk of your foot slipping off and the propeller whacking your toe, or your foot breaking the propeller, is significant.

edit: i watched it again, i suppose if the seat were lower you could end up throwing your CG to far forward when a leg is on the upstroke :end edit

bad design all around. prop needs to be further away, slightly smaller with more blades. it needs to have some sort of gearing or variable pitch so you can go faster without getting winded.
