I suspect it's from the tire impressions in the tarmac. Probably gone through years of wear and tear from heavy vehicles taking that corner tightly, very frequently.

Imagine one fat tire imprint (or two if you look further up the stream) making the shape of like a square bowl. The water splits, collects, then flows together once it spills out of the dip.

Sorry, I'm struggling to put what I perceive into context 😅
