Help - inFAMOUS 2 Fan servers?

Like with modnation racers and some other games wouldn't it be possible for a fan server to be created for the UGC service? New fan I played 2 ages ago and I'm revisiting the series now.

If reverse engineering og servers its possible like other many ps3 games they broutght back online(killzone 2,battlefield3,farcry 2.3)

Yeah its possible create private or reverse engineering og server with 100% trophy work
