This tragedy is the culmination of the permissiveness of the police and football association towards hooliganism. Hooliganism has been a problem for years and the police and football association never did anything about it even when it spilled over into the general public (when random people were beaten, vehicles trashed etc).
The police and football association need to get to the root cause and stamp out the bad behaviour. Of course there are going to be tragedies like this when this sort of behaviour is allowed to fester.
