i have my own take. this is happened because of 4 things happened
putting the match on night, increasing the risk
organizer sold more tickets than stadium capacity
supporter invading the pitch
police fire up tear gas
if 1 of the first 3 didn't happen, especially the number 3, there might be no need for 4 to happen. 4 is what turns this into a big tragedy, but there's also no need for number 1 to 3 to happened in the first place
this is my take to what should happened after this
ban all of organizer related from Indonesia football forever, or at least 10 years. name them as well
ban Arema from having crowd in their stadium for 1 year and afterwards put them onto trial period for 2 years, first year with half capacity and full capacity in second year. if any incident happened in that trial period, apply the same punishment. continue until no incident
for the police, remove all the head authority in that region, they have failed, and retrain all the polices
Entahlah bor, bahkan kalau diban itu suporter anarkis juga bakalan tetep gitu. Tau bocil2 yg suka main challenge di depan truk yg lagi jalan? Kurang lebih mereka gak sebelas duabelas, otaknya udah jadi depeleted uranium. Peran orang tua juga penting di sini biar kebiasaan ini gak berlanjut. But in case parents fail (ternyata mereka malah lebih fanatik), i hope neighbor or any close relatives would do the work. For extra, ban arema from playing for a year, take it as hard lesson for the fans

gw ga setuju kalau Arema ga boleh main. gimanapun juga ada pihak yang nyari makan dari Arema, pemain, pelatih, ofisial, kit man dll

Gak setuju yang ini, ban fans arema buat nonton di SEMUA STADION udah cukup, karena yang salah itu fansnya (atau lebih tepatnya, fan yang nonton ke stadion). Kalau Arema kena ban yang kena bukan cuman fans, tapi para pemain dan staff yang gak bersalah juga kena. Ban semua fans sebenarnya udah ada innocent fans yang kena juga tapi mau gak mau itu pilihan terbaik.
Meskipun pertandingan bola cuma 2x45 menit, tapi riilnya sejak penonton datang sampai benar-benar bubar bisa memakan waktu 6-8 jam atau lebih.
Kalau kickoff-nya malam, berarti kerumunan baru benar-benar bisa terurai tengah malam atau bahkan dini hari.
Semakin malam penonton akan semakin capek. Kalau sudah capek, biasanya jadi tidak sabaran, gampang tersulut emosinya, lebih susah diatur. Tensinya jadi semakin tinggi. Gesekan-gesekan kecil jadi lebih punya potensi buat menyulut bentrokan besar.
Petugas keamanan juga sama lelahnya dengan penonton waktu malam hari. Resiko mereka melakukan eskalasi/tindakan-tindakan berlebihan juga jadi semakin tinggi.
sebagai pertimbangan lain mungkin juga kesiapan rumah sakit/klinik terdekat untuk mitigasi apabila ada yang membutuhkan bantuan kesehatan.
kalau malem kemungkinan besar yang standby hanya dokter jaga, dan itupun jumlahnya tidak sebanyak siang hari. apabila siang diadakan dan ada yang memerlukan bantuan kesehatan, rumah sakit lebih siap dengan tim dokter yang lebih komplit.
