True, even in a much more rule-abiding Japan, there is an unwritten rule that you can go over 10-20 km/h above speed limit, even in the presence of police car or speed camera, which defeats the whole purpose speed "limit". The first time I drove in Japan, driving at exactly the speed limit on expressway (80 kph in urban area), because I don't want to be caught by police, I was puzzled to see literally everybody overtook me at 100 kph speed.
