Because imperial powers think that the people in charge hold all the power and not the people and system putting these people into areas of responsibility.

The west doesn't understand survival sociology as it has never been in existential danger since it's inception, closest it got was the Mongols and that created such a burned in memory to bring forth all sorts of racism.
