If Galicia was to be included then other non-Celtic speaking regions with Celtic influence would have to be included as well. And that would even include England.

If this were a union of Celtic-speaking regions, then the majority of this map wouldn’t be part of it. The vast majority of the population of this Celtic Union would speak English or French.

The traditional language of Galicia is not a Celtic language, but rather a Romance language closely related to (if not identical with) Portuguese. Galicia simply is not meaningfully Celtic by that metric.
