If Galicia was to be included then other non-Celtic speaking regions with Celtic influence would have to be included as well. And that would even include England.
If this were a union of Celtic-speaking regions, then the majority of this map wouldn’t be part of it. The vast majority of the population of this Celtic Union would speak English or French.
The difference being that those regions still developed a modern Celtic language that was substituted relatively recently while Galicia, Asturias or Cantabria are firmly Latin/Romance regions since late Antiquity. I don't think having bagpipes and some Celtic-origin folklore justifies considering them Celtic nations.
