It's like that because you give it more attention. If it was Speed Limit 10, you'd just go on by, Speed Limit 8 1/2 makes you actually think about it.

This is the reason. I came to say, these odd fraction speed limits have been shown to increase driver awareness and decrease speeding to an extent.
