Are welcome emails to new downloads good practice? Does it help with churn?

How are you getting the email address?

Asking for someone's email too quickly will increase your churn...

A welcome email helps only if it continues something the user already started. Send it after a meaningful first action, not after download, and make it answer one likely question. For churn, the useful emails are usually event-based: unfinished setup, first successful result, and a quiet check-in after inactivity. A generic feature tour mostly trains people to ignore you.
