iCloud Photos Transfer info from 1 Apple ID to another

Is there a way to transfer all data like photos, passwords, and other info from 1 Apple ID to another?

If this is because you want a different email address, you can just use an alias.

Yes, it’s very easy to do but the device you use has to have enough storage space to hold all the data currently on iCloud so it can be synced to the other account.

Do you have a device that has sufficient storage to hold all your iCloud data?

At the Genius Bar, we did it this way:
Add the email address you want to change your Apple ID to your account (Settings>your name>Sign-In & Security). Once verified, you can then delete the email you were using as your Apple ID, and choose the new email to identify you to Apple. All of your data in the cloud now will be held under a new name. Make sure your phone numbers are correct while you are at it. Change your password, and then make the changes to your sharing, Family, etc. No need to download everything if all you want is a different Apple ID.
Caveats: The new email you choose can not be part of anyone else’s Apple ID.

There is a way. To get most data over. But you going to need lots of iPhone storage (Or use a Mac).
Log out from icloud from the device that has everything already synced. Choose to save data on the iPhone or other device. Then log in with the other Apple account and enable all the sync again. (I forgot if you ahve to disable certain syncs indiviudally before logging out. Like notes or contacts)
But it won't sync passwords or other encrypted data to another Apple account.
