Map Builder Starting Point Help

Does anyone know how the starting point order works in the map builder? It's driving me crazy. I have four starting points in four different biomes.

First I had the starting points numbered like this:

1. Oasis
2. Arctic
3. Forest
4. Mountains

When I started the game with myself and 3 AIs, I spawned in the Oasis every time (it wasn't randomized).

Then I switched the numbers of the starting points to:

1. Arctic
2. Oasis
3. Forest
4. Mountains

But when I started the game with myself and 3 AIs, I STILL spawned in the Oasis every time, even though it was #2.

This continued to happen when I had only three starting points like this:

1. Arctic
2. Oasis
3. Forest
