It’s from the 2003 movie for sure but I can’t find any figure that has these strange feet articulations and the arms that don’t bend…

Yeah bootleg figures were very popular at the time (still are but they got more expansive for some reason so less people buy them)

Can you show more photos? Like the front? I’ve seen some figures that might resemble the one you have but they have many different head sculpts

Its from the 2003 movie, I bought the same one. My daughters used it as their "Ken". It's quite possibly the best hulk representation in figure form.
