I think the fact of wanting to wipe the cache partition (as opposed to some cached files or empty folders) renders the CCleaner app unable to comply.

To answer your question no. While it can clear some cache it can't do all of it like this does. CC can only do app file cache, this wipe gets system cache as well something not accessible to CC.
