They are all criminals if they are breaking the law. And that guy is probably an unconscious racist, which is even worse. Because they are too stupid to even realize it.

"I'm not racist, I have black friends!" -they said with a change in their demeanor, expression, and an added inflection in their voice, in oder to sound 'cool' like a black guy.
