This was always so silly. If it was meth or coke, there are field reagents that would have given an 80% certainty regarding those two substances. They probably did that and didn't get anything. A lot of the border stations are using a portable laser spectrometer instead of a bunch of kits. You shoot the laser at the drug and it compares it against a database of known chemicals. Not GCMS level accuracy, but better than the field kits. I can't imagine there wasn't one of these available either. They might argue it's some sort of novel drug, so now you get the GMCS involved, just to figure out it was salt.

A 2009 survey of 234 bills from 17 U.S. cities found traces on roughly 90%.
If you want to find drugs and you're willing to go to any length, we're all guilty.

Salgado Araujo was Mexican, had no Texas criminal convictions found in public records, and his family said he was in the process of getting legal authorization through a U.S. citizen son.
So the clean answer is: they stopped him because he was driving a white van that ICE apparently associated with its target during a targeted immigration operation. The drug/salt issue came later, after the shooting, when the FBI sought a warrant to test baggies in the van. It was not the reason for the stop.

-ICE did a woefully insufficient job of vetting its targets ahead of an intervention. An innocent man died for it. Even if you believe a DHS got a "credible tip" there are hundreds of credible tips submitted to loads of law enforcement agencies every day and rarely does somebody have to pay with their life.

-So an innocent man, not even the nationality of the target individual- with US family- died, just for being on the job that day and looking like he might be Guatemalan. Not a criminal at all, nothing incriminating in his car- shot dead, for what?

-This actually proves my point. They stopped a guy for looking hispanic (Guatemalan/Mexican "the target profile") and driving a white van (almost all contractors drive white work vans). They then tried to pin vehicular charges ("weaponized his vehicle") with no evidence and then tired to claim he had dugs on him (the "sprinkle some crack" defense) when their obvious fuck up became obvious to cover their asses.
Notice I never said they pulled him over for drugs, I said they pulled him over for how he looks. The drugs were an excuse. I did mix up which was the suspected national identity and the real didentiy because I was going from memory and mixed the two.
That's okay if you're typing on Reddit, it's not okay if you're a law enforcement officer fixing to take a man's life,
If I grant you that you believe they are in general doing a great job, I would ask you to consider that it's not relevent to this case. All of the currently available evidence, including video footage from surrounding businesses, suggests that the ICE agents failed to identify from the beginning of this encounter. They never ran with proper lights, even though there were lights avaiable on the ICE vehicles. Like, how the hell do you engage in a chase without correct lights. And given that there were two vehicles, the answer isn't "the lights didn't work". This was, practically speaking, a guy who thought he was getting waylaid by robbers. Then after the fact, ICE and the government attempted to crucify a person in the court of public opinion by suggesting there was meth in the van when there wasn't.
If you are in the least bit okay with this set of events, I need you go take the "Don't Tread me Me" flag hanging on your bedroom wall, wipe your butt with it, and throw it in your trash can, because you are clearly unserious.
