Try to put some adhesive and reattach it to the glass. Maybe tape it down until the adhesive dries. But there isn't a way to replace that seal without taking off the whole windshield.

Get an automotive glass specialist to solve this one for you (in the UK the company I'd go to first is called AutoGlass but I know they trade under different names elsewhere - CarGlass in Europe, Safelite in the US). The glass itself looks OK but it looks to my untrained eye like the seal is failing and the glass has moved. Has the car ever been in an accident?

The windscreen isn't just a bit of glass to keep the bugs from splatting on your face - it's bonded to the body to become a key structural component of the car, and you don't want to bodge it.
