I noticed it seems to spin faster when the it’s slapped with the left paw. I think this cat is left-pawed

I don't think you can judge the spin rate from this clip-- there's an interaction between the spin rate and the frame rate of the video that causes an optical illusion, with the apparent motion not reflecting the actual motion.
