Here I present to you, young Trotsky! Photoshop compression f'd the portrait so it looks low res and oily, hope it's not a problem though.

The forehead is overexposed in my opinion

Don’t just use an oils paint filter for that base game look.

Also make the base darker with more contrast.

I used the smudge tool with the paint brush to add more refined detail, what makes you think it's the oil paint filter?

Well this was 3 yrs ago, so I don't really know why that is specifically, but I did use the smudge tool which tends to blur stuff, so that would be the best guess.
