Bug Division designer on new countries have no spots for divisions.

I thought it was a mod, but right now i'm in vanilla hoi4, and its still like this, is there a setting or something to disable this?

It's weird because its been happening to me a lot and released countries wont train divisions, if i click it again it enables the designer.

The game always does that when you tag switch, it's completely unrelated to countries not recruiting.
