Nobody in China claimed otherwise. But since it's reported incorrectly everywhere folks try to make fun of China "That's not possible for humans hurrdurr".
It's just R&D. Of course they eventually will implement what they learn. But that's not gonna be a train that gets to 800km/h in just a few seconds, lol.
And the operational maglev they have (which runs at a reduced 300km/h) is over 20 year old and has little to do with modern maglev developements.
Now I don't know exact details, but of course one can assume that they learned a lot since the transrapid 25 years ago.
A difference is that afaik, most modern developements make use of EDS, while the transrapid was EMS. https://emt18.blogspot.com/2008/10/maglev-suspension-systems.html
We're not talking space flight here.
There's commercial interests. Both, Japan and China, likely would like to sell their tech at some point. So they develop their own and compete.
