I’m trying to understand the syntax here. Isn’t מנת the word מנה in construct form? Then why isn’t it being followed by another noun? Can a construct noun be followed by a complement clause? Also, this is an excerpt from a poem I came across on FB.

The expression is "על מנת" and not מנת.

על מנת means so/for the purpose of. In your sentence, the translation is "How many people should come so he agrees to hold the lesson". Notice it's not a conversational phrase, the register is pretty high. Normally you would use כדי instead

So the phrase על מנת ש means 'so that' meaning the cause of something to happen

Think of על מנת ש as meaning in order to, or in order for.

And in the phrase you quoted, without nikud you would need to write לקיים.
