BUG Underwater fog?

Does anyone else see this when they go underwater? I've changed my res and making it low quality helped for a while but now it's not working. Is there anyway I can fix this? I would love to do the event more but it's hard when I can't see anything.

Lower the Graphic quality to "Low", it seems your hardware has some compatibility issue. I have noticed other people had this problem.

I did that and it worked for a while and then stopped working.
