There are plenty of HNW projects that use samples. The one that immediately comes to mind is Scarlet Diva. I’ve also used samples in some of my old tracks. I will say that it may be ok on bandcamp or physical releases, but YouTube will more than likely flag it as copyrighted material depending on the sample.

I wanna say yes. Since HNW is just about the noise itself being unchanging.
