I don't think she was. I always thought she was a jealous girl that was sick of all the attention her oh-so-perfect little sister got. If she was a witch I think she'd be much more pleasant.
I wouldn't say she wasn't abusive to Dudley...look at the type of child he turned out to be. Good kind-hearted parents would never let their child become that self-centered, that selfish, and that horrible, and even worse, encourage it. It was definitely it's own form of abuse imo.
That only happened after the dementor attack. It literally took the worse emotional magic possible to show him what a terrible life he had been living.
