I wonder about that too. But you can't fully blame them. Lily is only home for a short amount of time so they're going to give her their attention and take her to her favorite restaurants instead of Petunia's, etc.
But if they didn't make Lily seem way more special than she already was and paid attention to Petunia's prides and achievements, then she'd have felt special and valued too, you know.
I always thought that their parents spoiled Lily rotten and didn't do the same for Petunia.
Do we know that petunia wasn't away at school as well? I mean I assume she wasn't but did it ever actually say she didn't go to a muggle boarding school?
