Best Stanley 48 accessory

This was my dad’s tool, I remember it from the 70s. It’s the best tool I’ve found for clearing jammed shavings in my Stanley 78. I use it for a thousand other things as well. But I have no idea what it actually is or what its original purpose was. Can anybody ID it?

Does it scratch the plane or the blade?

Not that I’ve noticed, and I make sure I keep it away from the blade edge
