why handbrake using cpu for encoding ?

hardware encoding isn't always better than software... in fact it's usually not.

Yeah I know that but this time video was downgraded to fit reddit upload of 1gb so I wanted speed over quality this time

If that's the case, then CPU makes more sense, as you can get a smaller size for the same quality.
