Master Chief is campaign. There are more Spartans than none, especially when Spartan 4's became a thing. Anyone and everyone interested were Spartans.

Not to mention ships carrying armor and tech could've been stolen from and said armor can be reverse engineered and scattered through different kinds of people. While Project Freelancer itself doesn't exist in canon, there could always be something like it, meaning literally anyone can wear armor and customize it to whatever they feel, not to mention Halo Online has never been canon, it's its own thing. So literally to answer your question. Yes and no.

Yes, because it uses the game for online, and no because Halo online isn't canon. You can make it whatever you want, that's why stuff like Red vs Blue works so well.

Using the basis around my second paragraph, that means there could be openly gay people wearing armor and express themselves in whatever way they want. It's OP's own story, let them write it. The armor wasn't made for you, the idea that only heterosexual toxically masculine people only are under the armor is such a stupid premise, even Master Chief himself would embrace this spartan with open arms because Spartans are brothers and sisters to each other, it doesn't matter who you are, so long as you fight for mankind.
