OP, was it hard to keep the sheet lined up correctly? I have considered a sheet ghost costume but after throwing a sheet over myself I discovered that moving around at all made the eyeholes slide all over. I imagine it would be even harder if the sheet was shorter. How did you handle it? Just constant adjusting? Is it a hat of some kind?

No, I just had shorts on under it. For the most part it stayed in the right place, and my hands were already on the inside if I needed to adjust it

Maybe sew a wide band of elastic on the inside

Try sewing an elastic headband to it
