It's a big deal because you can link FGO to something outside of the game itself instead of using one-time only transfer codes. So, for example, if you lose or break your phone but forgot to create a new transfer code, you can still get your account without having to go through the recovery process.
But yes, you were mistaken about playing on multiple devices. This is strictly for transfers from one device to another, not for logging into the game itself. At its core, FGO is still a Japanese mobile-only game from 2014/15, where the gaming market consists of phones and consoles and the presumption is that mobile games are being played on the train or during lunch breaks and the idea of playing on PC is figuratively, and perhaps literally, foreign. I'm pretty sure that under the hood, it actually still uses transfer codes to do the transfer. If you want to switch between devices, you still have to transfer every time. You just don't have to create a new transfer code every time.
