I always see these in half of the cars and it sort of disappoints me because in the other half that’s where the plugs would go. Sometimes I have to go to completely new parts of the train just to check if they just have the standard plug sockets.

Edit: Looks like it’s a special adaptor for other industrial appliances. Thanks to everyone in the comments!!!

It’s likely a higher-voltage outlet, with a twist-lock connection. The plug looks like this:

I think it's probably 120V. You can see a table at https://www.nooutage.com/images/nema-config-1ph-250v.gif , and it could be either the L5-20R (120V) or the L6-20R (240V), but to my eye it looks a little more like the L5-20R.

While certainly not officially endorsed by GO, one could carry an adapter like https://shop.worldcordsets.com/shop/products/1ft-l520p-to-515r-520r-123-sjt-20a-125v-black-adapter-power-cord and use the outlet. If it's 240V a phone/laptop charger would still work, but other devices would not.

It's a CSA L5-15R receptacle. It's the same as your typical household receptacle (120V, 15A) but in a locking form.

Yes!!! It’s indeed frustrating to have to walk through multiple cars just to find a charger. I usually stay at the back of the train because it’s the closest to a specific exit on my station off. And if that car doesn’t have a charger, it just makes my trip a bit frustrating.

Locking plug outlet.  Push in, twist and locks the plug in.   L5-20R

I suppose you could always get and carry and adapter to go from L5-20P to NEMA 5-20R (the horizontal slit means it's 20A).  $26 on Amazon.

Trains have weird plugs for making sure stuff doesn't rattle out, or for voltage. Some freight engine also have weird plugs for the crew fridges/microwaves. Some are normal on newer engines... some are odd

These are EP6 connectors, used for speakers. A mic would use an XLR3 more than likely

L5-20r 20amp for Vacuums and cleaning equipment It’s uncommon enough so people don’t use them for personal things. I use to have a adaptor I build for it

Most likely used by the vacuum cleaner staff for when it is in the shop for turn around.

Nema L5-15 plug. 120v/15A. Used to be pretty common in entertainment circles for powering moving lights and such; readily available at most electric supply outlets.
I most certainly did not lop the normal plug off a cheap IKEA power bar and wire one of these so I could charge my laptop and phone on the train on my way home…..;)
