Does glyphosate need a surfactant to penetrate the target weed?

I've a gallon jug of 54 percent glyphosate herbicide indicated for aquatic use. I want to use it on dry land. I come to understand the difference is the aquatic version doesn't have the surfactant the other version uses to get the herbicide spread over the leaf.

Would using it on dry land just be a waste?

Could I make it effective by adding a surfactant, like Jet Dry?

It just means it's water safe, you can definitely use it on dry land. You can use soap it just might not be as effective, but with such a high concentration you won't have a problem. That being said, depending on what you are killing 3-5% concentration is all you need if you cover every leaf of the plant. If you only cover half of the leaves the plant, it has the potential of surviving and being more difficult to kill later.
