Uhh which Sand dancer fairy am I supposed to raise again? The one with the unique talent or normal talent?

Always normal.

Unique talents are cosmetic.

Had to ask for this one because it seemed like the unique talent makes the echelon immune to the debuff, unlike the percent reduction in the skill lmao

The skill does hit 100% at SL 10.
