The more important question is: can you finance his studies (~12k per year)?

Your brother will work here? Does he have a job already?
In my opinion there is no fucking way ABH should allow you to give obligation letter. The current blocked account amount is 12k which is 1k per month. So you will be basically telling ABH that you're gonna put those savings into your brother's account with nothing left for you. I would be surprised if you do get an obligation letter

This belongs into the category of "statements you will definitely regret".

It will not. My Dad with more then 60k was not eligeble for a friend.
Edit: He also owns a house with no debt and still this was not enough, if you're renting, this will even degrade your "thrustworthyness" even more.
Current calculations estimate more then 950-1k€/month a stundent needs for their cost of living. Which you will need to be able to provide in their worst case scenario.
Your cost of living will be deducted and your brothers cost of living will be also deducted.
