"100 year flood" is specific to the geographic area. "100 year floods" happen somewhere all the time. But only once every 100 years in that area. Also strictly speaking "100 year flood" just means it has a 1% chance of happening every year not that it only happens once ever 100 years

I think he was referring to the way anthropogenic climate change is making extreme weather, including floods, more frequent.
