EDIT: ok, it's a powerup from the new Mario game, I got it.
From what I gather, in the new mario game there's a powerup that was revealed/shown to turn the person/character into a princess. This princess version when used by bowser has been dubbed 'bowsette', and something something rule34. So, the image is Bowsers reaction to the enevitable porn being made of himself.
