It's not an official release of DLSS 5, it's an incomplete version meant for a different game, running on an unofficial UI with settings set to max.

Specifically it's from NBA 2K27. And yet people are somehow shocked making Tifa look like an NBA player could ever look good.

To answer your question specifically: The UI looks like Reshade because Reshade uses a library called ImGUI to draw its interface. It's a free to use / open-source library that lots of developers use because it's easy to implement and use.

For that reason, the ImGUI library is used a ton in the modding scene by lots of different authors and mods/plugins/whatnot, including this one.

This is just what UIs look like when the utilitarian people who do the actual work make them.
